Overview

Rose is a commercial and regulatory specialist with extensive experience in projects across the telecommunications, media and technology sector in the Asia-Pacific and Sub-Saharan Africa region.

Rose’s experience includes projects relating to telecommunications infrastructure procurement and deployment, technology products development and roll-out, and telecommunication services provision. She has advised hyperscalers, submarine cable joint ventures, telecommunications operators and other infrastructure investors on the roll-out and operation of networks across Africa and the Middle East.

Her expertise includes both directly advising on major network development projects and coordinating advice from local counsel across multiple jurisdictions. She has considerable experience on regulatory and compliance issues as well as commercial arrangements for infrastructure projects, service provision and technology deployment in these regions.

Rose’s experience engaging with regulators, clients’ legal, policy and business teams and counterparties, and her ability to leverage off a robust network of local firms in the regions, ensures provision of quality and effective support to clients. 

Experience

  • Developing the suite of agreements (including term sheets, consortium agreements, supply contracts, IRU agreements, lease capacity agreements, master service agreements, managed optic fibre network services agreements, and colocation agreements) relating to the construction and commercialisation of various submarine cable projects in Sub-Sahara Africa (SSA) and the APAC regions.

  • Reviewing and negotiating various agreements relating to supply, installation and servicing of data centre equipment and systems.

  • Advising satellite internet service providers on their regulatory compliance obligations (Kenya, Nauru, Vanuatu, Tuvalu).

  • Reviewing and negotiating agreements for provision of IP transit services.

  • Advising on provision of a Network as a Service platform in various European countries.

  • Undertaking data protection due diligence for various commercial transactions in Kenya and New Zealand.

  • Advising various technology companies on regulatory and compliance issues in SSA, including in relation to medical devices, payment systems, drone technology, addressing systems, task management applications and video sharing platforms.

  • Product and service reviews for tech businesses, supporting on rollouts, and developing and negotiating the relevant suite of contracts.

  • Developing and negotiating commercial contracts relating to telecommunications services, franchises, and joint ventures.

  • Advising social media platforms on content regulation in Africa.

  • Supporting e-commerce platforms on various issues including product regulation, payment regulation, terms and conditions of service, and data protection policies.

  • Developing and negotiating cooperation agreements in relation to data analysis, and financial technology, applications.

  • Developing software development and maintenance agreements.

  • Multijurisdictional patent and trademark registrations and attendant official actions for various entities, including long term portfolio management.

  • Developing and negotiating IPR related agreements including licence agreements, influencer contracts, deeds of assignments, and non-disclosure agreements.

  • Advising on privacy and data protection, including compliance measures, privacy policies and relevant contracts.
